The Vendor is required to provide for a turbine fixed wing maintenance database which contains an aircraft maintenance management and engine health monitoring system to avoid unexpected downtime and increase safety awareness for department-operated aircraft.

The system must be a secure digital maintenance management database to ensure it’s in alterability, by providing traceable, transparent maintenance records and an engine health monitoring service for department turbine engines by providing health status and performance of our engines.

The system must integrate seamlessly with maintenance needs and existing flight operations to ensure the aircraft section is not hindered in their mission.

The system must:

• Be Cloud/web or vendor hosted

• Allow a minimum of 20 users

• Include the following compliance tools

o Current compliance status

o Regulatory Airworthiness Directives and Service Bulletin management and compliance

o One-time and Historical Airworthiness Directive (AD) listing, plus recurring AD tracking

• Manage maintenance functions, including

o Due lists o Work Orders o Fleet Analytics o Checklists o Engine health monitoring

• Have configuration options for managers and internal subject matter experts during system configuration and hazard identification

• Have an integrated email reporting system

• Include a safety case management module

• Provide Trend Analysis reports

• If applicable, must be able to import historical data

Provide 24/7 live analyst and technical support, including staff for aircraft set up, assessing maintenance task applicability by aircraft serial number, automatic dependent surveillance- broadcast (AD/SB), or mod effectivity; analyst support must be provided by experienced and credentialed aviation maintenance personnel and engine monitoring experts.
