- Comprehensive job search tool that helps employers and job seekers connect through the Internet. Employers and job seekers can register online, browse applicants or job openings, and request matches against job orders and work registrations

- A software as a service (SaaS), cloud-based Case Management and Labor Exchange (CM/LX) Solution with extensive capabilities in integrated workforce service delivery, managing job seeker journey and services, managing employer relationships and services, managing provider partners and relationships, managing workforce partners and relationships, managing workforce development programs, providing labor market information services, and managing internal and external reporting.
- Propose qualified vendor(s) for the acquisition of a Cloud-Based SaaS CM and LX Solution, to be implemented out of the box with a customer-centric user experience. The Solution will rely largely on configuration, with minimal code changes and customizations.
- Provide an integrated CM and LX suite-based architecture that meets state functional and technical needs.
- Allow for expected and continuous growth, while not disrupting any agency services and operations at department.

- The proposed Solution and associated services are intended to replace and/or integrate with current systems and processes, third party tools, and technologies utilized by department.
- Provide Integrated Workforce Service Delivery
- Department Integrated Workforce Service delivery capability encompasses the ability to strategically coordinate and integrate all services in the State’s workforce ecosystem to provide a seamless delivery of resources to the State’s stakeholders (external and internal).
• Manage Workforce Application Portfolio:
o Supporting the utilization and deployment of department applications (SCWOS, SCUBI, SUITS) to facilitate the case management and workforce development process, enabling department to efficiently deliver essential services and information to both internal and external workforce stakeholders.
• Manage Case Distribution:
o The process of managing case data and related activities throughout the case management life cycle. This includes all communication with Case Management Supervisors (CMSs) and Case Managers (CMs), as well as activity recording and tracking within the case management system.
• Manage Program Quality & Continuous Improvement:
o The continuous management and improvement of all activities related to workforce development programs within the State.
- Manage Job Seeker Journey & Services:
- Department manage job seeker journey & services capability encompasses the ability to manage and coordinate all job seeking related services and programs available to an individual participant throughout the end-to-end job seeking journey.
• Establish Job Seeker Relations /ID /Recruit Job Seekers/ Job Fairs
o The process of establishing first point of contact and developing relations with job seekers through recruitment efforts, SC Works Centers and other entrance activities that begin an individual’s job seeking process within Department.
• Develop Profile/ Become Job Search Ready
o The process of assisting an individual in profile development and becoming job search ready. This includes the coordination of necessary career services and other resources to get job seekers prepared to join the workforce.
• Provide Career & Training Services (IEP, Assessments, Goals)
o Providing career and training services to individual participants in the states workforce system which includes comprehensive assessments, employment goals, IEPs, group/individual counseling, short term pre-vocational services and other services associated with career development.
• Manage Communication to Job Seekers
o The management of all forms of communications (phone calls, SMS, mass mailings, etc.) from the agency to assist job seekers during their job search journey.
• Match to Programs & Other Services
o Matching individual job seekers to programs (WIOA, Dislocated Workers, Adult, Youth, and Veterans) and other services related to assisting individuals with their job search journey.
• Provide Workforce Education & Training Programs
o Department collaborates with its partners to provide education and training opportunities to two groups: the State's participants in the workforce program who would otherwise be unemployed, and eligible individuals seeking to acquire new skills for career advancement.
- Manage Employer Relationships & Services
- Department Manage Employer Relationships & Services capability encompasses the ability to manage and coordinate all employer related services and programs to its employer pool, ensuring that each organization has the resources and guidelines available to function at the highest possible quality to serve its constituents.
• Manage Communications with Employers
o The management of all forms of communications (phone calls, SMS, mass mailings, etc.) from the agency to assist with managing the relationship with employers and the services they provide.
• Establish Employer Relations/ ID Employers/ Jobs
o The process of establishing employer relations with respective employers that meet the State’s employer requirements and communicating services offered by the State that will help businesses understand the resources available to them to succeed.
• Provide Employer Services (Job Fairs, Hiring Events)
o To provide employer services to businesses in the state’s workforce system which includes job fairs, hiring events, rapid response activities, posting job orders and candidate matching to open job orders.
• Employer Registration/ Verification
o Assisting in employer registration and verification in SCWOS that allows employers full access to the services and capabilities SCWOS provides. (i.e., Profile management, candidate searches, virtual recruitment, job order posting).
• Enable Job/ Labor Information Exchange
o Enabling and assisting in disseminating relevant reports to potential new employers to stakeholders within the State to ensure they have relevant employment, statistics, job forecasts, prevailing wages, demographics and other Labor Market Information data to help inform decision making.
• Manage Employer Programs (WOTC)
o Managing and coordinating the usage of employer programs that are available to businesses within the State that include the WOTC, Federal Bonding an Employer Debt.
